Barton Bill Proposes
Incentives To Encourage NGV Ownership.
In the United States House of Rep. Barton of Natural Gas Vehicle
(NGV) Incentives Act
of Texas has introduced the 1997, a bill transportation to encourage the increased use of
domestic natural gas as a fuel and for other purposes.
The bill states it is in the United States' interest to
encourage the increased use of natural gas as a transportation fuel, citing improvements
in the environment, reduced reliance on foreign oil sources, and increased domestic
economic activity as benefits.
Some of the incentives proposed by the bill include:
Emissions incentives
Emission reduction credits for NGV's, ultra
low emissions vehicles (ULEVs) and certified alternative fuel vehicles
(AFVs) based on the
difference in emission levels between gasoline and diesel vehicles and NGVs or
AFVs.
Credits may be used to offset any
requirements, to reduce emissions of nitrogen oxides, volatile organic compounds,
non-methane organic gas, carbon monoxide and particulates, including those applicable to
motor vehicles or stationary sources.

private fueling sites that may be used if prior arrangements are made. For more

Emissions reduction credits for
installation of new natural gas fueling station, or increased capacity of an existing
station. Credits are higher for stations that provide public access.
Tax incentives
Property tax credit in an
amount equal to 50 percent of the cost of any qualified NGV placed in service.
Natural
gas fueling property tax credit in an amount equal to the lesser of $25,000 or 10 percent
of the cost of any qualified natural gas vehicle fueling property placed in service.
Natural gas motor fuel credit in an
amount equal to 25 cents per gallon of liquefied natural gas, or equivalent gallon of
compressed natural gas.
